On January 29, 2009, Manhattan Borough President Scott M. Stringer, in conjunction with the Haitian American Law Enforcement Fraternal Organization (HALEFO), hosted a reception, awards presentation and art exhibition to commemorate the 205th anniversary of Haiti’s independence. The Republic of Haiti became the first independent black nation on January 1, 1804 and the second country in the Americas to declare its independence.

Special recognition awards were presented to Patricia Beauvais; she is currently the Northeast Regional Producer at CBS News path.  She oversees news assignments in the northeast for the world’s largest satellite news gathering system.  As a regional producer, Beauvais personally manages editorial and video content from 35 CBS affiliates.  Patricia was involved in covering several national and international stories for the network-notably the 2008 Presidential Election and the aftermaths of the Hurricane crisis in Haiti.


Raudline Etienne, Chief Investment Officer for the New York State, Common Development Fund. Ms Etienne was selected by the New York State Comptroller, the Honorable Thomas DiNapoli, to become his Deputy Comptroller and Chief Investment Officer (CIO) for the Division of Pension Investment and Cash Management.  As CIO, Raudline manages the assets of the Common Retirement Fund (CRF)- the nation’s third largest pension fund.  Together with her team Ms. Etienne is also responsible for the College Saving Program with assets of $ 8 billion, and the State’s short-term investment pool of $ 9 billion that consists largely of tax-revenue collections and federal aid.

Other award recipient includes, Jacques Jiha, Executive Vice President and Chief
Financial Officer of Earl G. Graves, Ltd., a multi-media company that includes Black Enterprise magazine.  As CFO, he sets the company’s financial directions and goals as well as over see the magazine’s productions; the television and radio division, and the operations, human resources, and MIS departments.  Prior to that Jiha was Deputy Comptroller for Pension Investment and Public Finance in the Office of the New York State Comptroller.  As the states’ chief investment officer, he managed the assets of the New York Common Retirement Fund (CRF)- the nations’ second largest pension fund then valued at $ 120 billion.
